Metro Vancouver is a couple of dozen municipalities and residents identify with theirs, not with the city at the centre. Someone in Coquitlam searches Coquitlam. A business whose site only ever says Vancouver is invisible to most of its own catchment, and a single page listing the whole Lower Mainland ranks for none of it.
The second gap is language. A meaningful share of search across Richmond, Burnaby, and east Vancouver happens in Chinese, Punjabi, Korean, and Farsi. A business with genuine capability in one of those languages and no content in it is competing for a fraction of its market while the competition takes the rest, in searches that have almost no competition at all.
The third is speed. Vancouver has a lot of image-heavy, agency-built sites for restaurants, clinics, and studios that load slowly on a phone. Core Web Vitals is the least glamorous part of this work and frequently the one that moves first.
